A file with the MSE file extension is most likely a MediaShow Slideshow Project file used with CyberLink's MediaShow software. The format is used to hold text, sounds, transition effects, images, and anything else related to the slideshow or video.
Some MSE files might instead be 3ds Max Encrypted MAXScript files that are used to save encrypted 3ds MAXScript files (.MS) so that their source code can't be seen or changed.
Your MSE file could instead be an XML-like format used to describe a 3D model or a type of compact instrument file format used to store audio data.
Perfect Keyboard is a program that automates the typing of text as if the keyboard were entering the data, and it too uses MSE files as a macro file that enables the user to perform a certain action (like strike certain keys or click the mouse) in order to run predefined text.
Other MSE files could be related to Magic Set Editor, which is a program that lets you generate images of trading cards. MSE is both an abbreviation for this program as well as a naming scheme that the software uses when creating the cards.
MSE is also an abbreviation for the Microsoft Security Essentials antivirus program, but there probably aren't any files in that application that end with the .MSE file extension.
How to Open an MSE File
If your MSE file is a slideshow file, it should be opened with CyberLink's MediaShow.
Autodesk's 3ds Max is the program used to open 3ds Encrypted MAXScript files. You can also open one of these MSE files by uploading it to MSE Decrypt, but decrypting the file is only free for the first 1 KB of data.
If you think that your file is saved in the text-based format that's used for displaying models, you might try using Moose. Since they're in a plain text format, a simple text editor/viewer might do the trick too, like Notepad in Windows, Notepad++, Brackets, etc.
I don't have much information on MSE files that contain audio, but you might be able to open one with a program like Maize Sampler or Maize Studio. The popular VLC media player could work too, but you probably have to drag the file into VLC while the application is open (VLC probably doesn't open MSE files in the normal way).

MSE files that are Perfect Keyboard Macro files can be opened using Pitrinec Software's Perfect Keyboard program.
How To Open Fxp File Player
If your MSE file is related to Magic Set Editor, then it's probably named something like *.mse-set. These are archives that, when opened, reveal a file named 'set,' probably without a file extension, as well as a JPG of the card.
You can open the archive with 7-Zip or any other file unzip tool (but you might have to first append '.zip' to the end of the file). The 'set' file can be viewed with any text editor.
While it's probably not too likely with a less common extension like MSE, you might find that one program opens these files by default when you'd really rather have another supporting program do it. Luckily you can change file associations in Windows if you'd like to.
How to Convert an MSE File
MSE files that you're using with MediaShow can be 'converted' to WMV and some other video formats with the Produce button.
We aren't aware of other file formats an MSE can be converted to using 3ds Max, but it's assumed that the program supports a lot of different export formats -- these types of programs typically do. You can probably find a list of them through a File > Save As or Export menu within the 3ds Max program. Deus ex dialogue cut off.
The same thing applies to the other formats mentioned above. If those kinds of MSE files even can be converted to other formats, it's most likely accomplished through the specific program that opens that type of MSE file. For instance, Maize Sampler may be able to convert an MSE file to an audio format while Perfect Keyboard might support exporting its MSE file to a text-based format.
Still Can't Open the File?
If your MSE file doesn't open with any of the above programs, you might double-check that you're reading the file extension correctly.
Although their file extensions are similar, MSE files don't open with the same programs that MSI, MSR, MSG, and MSDVD files do. If you have one of those files, follow the link to learn more about it and what file openers support that format.

A file with the FXB file extension is an FX Bank file used with VST-compatible (Virtual Studio Technology) software to store effect presets, often called patches.
The FXB file contains a bank, or group, of presets that can be loaded into a VST plugin.
Single preset files are saved as .FXP (FX Preset) files.
How to Open an FXB File
FXB files are plugin-specific, so an FXB file that's made for one plugin will work in that plugin only, and a different one will open in its own plugin. You should know which plugin the preset is for before deciding how to open it.
Steinberg Cubase is one program that supports FXB files. The software isn't free but there is a 30-day trial you can download for Windows and Mac. Another program from Steinberg, called HALion, can open FXB files as well.
Since Cubase v4.0, VST Preset files (.VSTPRESET) have replaced the FXB and FXP formats, but you can still open them through the Earlier VST Plug-ins folder. Choose the SoundFrame button and then select FXB/FXP.. to load the FXB or FXP file.

Ableton Live, Cantabile Lite, Acoustica Mixcraft, and IrfanView can open FXB files too.
If your file is definitely an FXB file, but none of the applications mentioned above will open it, then it's very likely it's not an FX Bank file. Try opening the file with a free text editor to inspect the header of the text document. You may find some useful information about the format there.
In a sort of opposite problem, you may find that you have more than one program installed that opens FXB files, but the one that's configured to open them by default isn't the one you want to use. How to Convert an FXB File
Most files can be converted to a new format using a free file converter, but FXB files are an exception. We, at least, have not found a dedicated converter tool of any kind that supports these files.
However, something you can try, which we don't have much information on, is Wusik VM. It should be able to extract preset files out of an FX Bank file, essentially converting FXB to FXP.
You can also use Steinberg Cubase to convert an FXB file to the newer VSTPRESET format using the Convert Program List to VST Presets option. The new file will be saved in the program's VST 3 Preset folder.
It's likely that the other programs listed above also have some way to save the FXB file to a new format, maybe even something different than .VSTPRESET. Just open the file in that program and, if it's supported, choose whatever Export or Save as option that's hopefully available (usually found in the File menu) to save the FXB file some other file format.
Still Can't Open the File?
The most likely reason for why you can't open an FXB file at this point, after trying the FXB openers above, is that you don't really have an FXB file. What's probably happening is that you're simply misreading the file extension and mixing it up with one that looks similar.
For example, the Autodesk FBX Interchange format uses the .FBX file extension which looks an awful lot like FXB but they actually are not related and cannot open with the same programs. If you really have an FBX file, you can't use the programs mentioned on this page to open or edit it but should instead use an Autodesk program.
Some other file extensions that you might confuse for an FXB file could include FXG (Flash XML Graphics or FX Graph), EFX, XBM, and FOB files.
